Concerning the promotion of William Henry Nassau de Zuylestein, Fourth Earl of Rochford, 1717-1781, to the position of First Lord of the Bedchamber and Groom of the Stole, following the resignation of Willem Anne van Keppel, Second Earl of Albermarle. Rochford was a friend of Garrick, Sterne & Beaumarchais, and a career diplomat & statesman. 'But dutch still succeed Dutch, and those of Foreign Extraction have the Preference.'
